Population-level biomedical research offers new opportunities to improve population health, but also raises new challenges to traditional systems of research governance and ethical oversight. Partly in response to these challenges, various models of public involvement in research are being introduced. Yet, the ways in which public involvement should meet governance challenges are not well understood. We conducted a qualitative study with 36 experts and stakeholders using the World Café method to identify key governance challenges and explore how public involvement can (...) meet these challenges. This brief report discusses four cross-cutting themes from the study: the need to move beyond individual consent; issues in benefit and data sharing; the challenge of delineating and understanding publics; and the goal of clarifying justifications for public involvement. The report aims to provide a starting point for making sense of the relationship between public involvement and the governance of population-level biomedical research, showing connections, potential solutions and issues arising at their intersection. We suggest that, in population-level biomedical research, there is a pressing need for a shift away from conventional governance frameworks focused on the individual and towards a focus on collectives, as well as to foreground ethical issues around social justice and develop ways to address cultural diversity, value pluralism and competing stakeholder interests. There are many unresolved questions around how this shift could be realised, but these unresolved questions should form the basis for developing justificatory accounts and frameworks for suitable collective models of public involvement in population-level biomedical research governance. A major shift has taken place since the 1960s concerning disclosure to patients that they have a diagnosis of cancer and that their disease is considered terminal. Full disclosure is now considered the patient's right in the United States. However, there remain many countries in which nondisclosure is still the norm. When patients from those countries are diagnosed with cancer in America, differences in attitudes and expectations can cause conflict and misunderstanding.

Advance care directives for health care have been promoted as a way to improve end-of-life decision making. These documents allow a patient to state, in advance of incapacity, the types of medical treatments they would like to receive, to name a surrogate to make those decisions, or to do both. Although studies have shown that both physicians and patients generally have positive attitudes about the use of these documents, relatively few individuals have actually completed one.What underlies this discrepancy between attitudes (...) and behavior with regard to advance care directives? One obvious explanation is lack of access. Emanuel et al. estimated that approximately 90 percent of the population desire an advance care directive, and they pointed to access as the major barrier. Yet interventions that increase accessibility have typically failed to yield more than a 20 percent completion rate. Thus, it appears that access is not the sole determinant of advance care directive completion. (shrink)

“Power dressing,” itself a women’s dress reform movement, as it came to be called in the 1970s, used to distinguish typical feminine dress styles and was seen as a necessary strategy for a more subdued image on par with the masculine, serious, and formal professional dress, namely the ubiquitous suit and tie. This new ‘career’ woman became visible by her appearance and choice of dress codes that reinforced her position as a businesswoman who was seriously committed to her work. But (...) from the perspective of the first decades of the new millennium, power dressing and power and fashion have far wider meanings and ramifications. For Michel Foucault, power is a regulatory principle that is used to control social interactions and to impose structures that inform the ways in which we act and appear. In line with Foucault’s analysis, to dress is already to respond to tacit frameworks of power, and because it involves already accepted codes of visualisation and behaviour, to “power dress” is not simply to wield or enact power voluntarily but to succumb to it as well. Further, as this paper will reveal, power dressing can also be understood according to Foucault’s “technologies of self”, which sees the historical subject as both subject and object of a network of discursive forces that are considered normative as opposed to constructed. Power dressing still exists today but according to a more nuanced and multivalent configuration. It can also be thought of as a particular form of renunciation that facilitates an embodiment of power much as religious asceticism and privation is (purportedly) constitutive of a more authentic self. This collection of essays explores conceptions of toleration and tolerance in Asia and the West. It tests the assumption in contemporary Western political discourse and theory that toleration is a uniquely Western virtue and finds that many other traditions have comparable ideas and practices in grappling with religious and cultural diversity.

Western Political Thought in Dialogue with Asia is a unique collection of essays that examines the exchange of political ideas between Western Europe and Asia from the Middle Ages to the early twentieth century. The contributors to the volume call for globalizing the scope of research and teaching in the history of political thought.

It is commonly thought that authors can make anything whatsoever true in their fictions by artistic fiat. Harry Deutsch originally called this position the Principle of Poetic License. If true, PPL sets an important constraint on accounts of fictional truth: they must be such as to allow that, for any x, one can write a story in which it is true that x. Michel Foucault has become famous for a series of books that have permanently altered our understanding of many institutions of Western society. He analyzed mental institutions in the remarkable Madness and Civilization; hospitals in The Birth of the Clinic; prisons in Discipline and Punish; and schools and families in The History of Sexuality. Most discussions frame the Liar Paradox as a formal logical-linguistic puzzle. Attempts to resolve the paradox have focused very little so far on aspects of cognitive psychology and processing, because semantic and cognitive-psychological issues are generally assumed to be disjunct. I provide a motivation and carry out a cognitive-computational treatment of the liar paradox based on a cognitive-computational model of language and conceptual knowledge within the Predictive Processing framework. I suggest that the paradox arises as a failure of synchronization between (...) two ways of generating the liar situation in two different PP sub-models, one corresponding to language processing and the other to the processing of meaning and world-knowledge. In this way, I put forward the claim that the liar sentence is meaningless but has an air of meaningfulness. I address the possible objection that the proposal violates the Principle of Unrestricted Compositionality, which purportedly regulates the conceptual competence of thinkers. (shrink)

This paper takes issue with the exemplarist strategy of fostering virtue development with the specific goal of improving its applicability in the context of education. I argue that, for what matters educationally, we have good reasons to endorse a liberal account of moral exemplarity. Specifically, I challenge two key assumptions of Linda Zagzebski’s Exemplarist Moral Theory (2017), namely that moral exemplars are exceptionally virtuous agents and that imitating their behavior is the main strategy for acquiring the virtues. I will introduce (...) and discuss the notions of enkratic exemplars and injustice illuminators and show that we have good reasons to consider them moral exemplars although they fail to satisfy (either of) the key assumptions. As for most measurement procedures in the course of their development, measures of consciousness face the problem of coordination, i.e., the problem of knowing whether a measurement procedure actually measures what it is intended to measure. I focus on the case of the Perceptual Awareness Scale to illustrate how ignoring this problem leads to ambiguous interpretations of subjective reports in consciousness science. In turn, I show that empirical results based on this measurement procedure might be systematically misinterpreted.

Consciousness scientists have not reached consensus on two of the most central questions in their field: first, on whether consciousness overflows reportability; second, on the physical basis of consciousness. I review the scientific literature of the 19th century to provide evidence that disagreement on these questions has been a feature of the scientific study of consciousness for a long time. Based on this historical review, I hypothesize that a unifying explanation of disagreement on these questions, up to this day, is (...) that scientific theories of consciousness are underdetermined by the evidence, namely, that they can be preserved “come what may” in front of (seemingly) disconfirming evidence. Consciousness scientists may have to find a way of solving the persistent underdetermination of theories of consciousness to make further progress. (shrink)

"One of Michael Blay's many fine achievements in Reasoning with the Infinite is to make us realize how velocity, and later instantaneous velocity, came to play a vital part in the development of a rigorous mathematical science of motion. ...

According to Husserl, the epochè (or suspension of judgment) must be left incomplete. It is to be performed step by step, thus defining various layers of “reduction.” In phenomenology at least two such layers can be distinguished: the life-world reduction, and the transcendental reduction. Quantum physics was born from a particular variety of the life-world reduction: reduction to observables according to Heisenberg, and reduction to classical-like properties of experimental devices according to Bohr. But QBism has challenged this limited version of (...) the phenomenological reduction advocated by the Copenhagen interpretation. QBists claim that quantum states are “expectations about experiences of pointer readings,” rather than expectations about pointer positions. Their focus on lived experience, not just on macroscopic variables, is tantamount to performing the transcendental reduction instead of stopping at the relatively superficial layer of the life-world reduction. I will show that quantum physics indeed gives us several reasons to go the whole way down to the deepest variety of phenomenological reduction, may be even farther than the standard QBist view: not only reduction to experience, or to “pure consciousness,” but also reduction to the “living present.”. Local theories of consciousness state that one is conscious of a feature if it is adequately represented and processed in sensory brain areas, given some background conditions. We challenge the core prediction of local theories based on long-lasting postdictive effects demonstrating that features can be represented for hundreds of milliseconds in perceptual areas without being consciously perceived. Unlike previous empirical data aimed against local theories, localists cannot explain these effects away by conjecturing that subjects are phenomenally conscious of features that (...) they cannot report. This chapter introduces a novel account of fake news and explains how it differs from other definitions on the market. The account locates the fakeness of an alleged news report in two main aspects related to its production, namely that its creators do not think to have sufficient evidence in favor of what they divulge and they fail to display the appropriate attitude towards the truth of the information they share. A key feature of our analysis is that it does (...) not require that fake news must be circulated with the intention to deceive one’s audience. In this way, our account overcomes a potential limitation of the current philosophical discussion about fake news, which appears to individuate the main problem with this phenomenon in the fact that fake news consumers are misled and misinformed. In contrast, the proposed analysis shows that an additional (and perhaps equally fundamental) problem uncovered by the spread of fake news is a widespread pathological relationship with information, one on which we consume information not to satisfy our interest in the truth but to strengthen our social identities and quench our hunger for social recognition. Review of Felice C. Frankel's "The visual elements—design: a handbook for communicating science and engineering.".

The premise that every work belongs to an art-kind has recently inspired a kind-centred approach to theories of art. Kind-centred analyses posit that we should abandon the project of giving a general theory of art and focus instead on giving theories of the arts. The main difficulty, however, is to explain what makes a given kind an art-kind in the first place. Kind-centred theorists have passed this buck on to appreciative practices, but this move proves unsatisfactory. I argue that the (...) root of this dissatisfaction stems not from the act of kicking the can down the road, but from not kicking it far enough. The missing ingredient, I argue, is a notion of convention which does the work of marking the difference between art and non-art for a given physical medium. (shrink)

The so-called paradoxes of quantum physics are easily disposed of as soon as one accepts that there are no such things as intrinsically existing particles and their intrinsic properties, but that both particles and properties are relational “observables.” Accordingly, quantum physics does not offer a “description of the outer world,” but rather a prescription about how to make probabilistic predictions within a participatory environment. The latter view looks quite radical with respect to standard Western Aristotelian ontology; but it looks natural (...) in the context of the Indian-Buddhist concept of Pratītyasamutpāda which underpins Śūnyatā. Special attention will then be devoted to the quantum feature of non-separability, which displays remarkable similarities with Pratītyasamutpāda. Finally, the meaning of such twofold parallel between quantum physics and Śūnyatā will be discussed. This parallel will be related to the similarity of epistemological situation between knowing a world from which we are not entirely separated and knowing oneself. (shrink)

In this paper, I criticize Putnam’s argument, which contends that scientific realism implies adherence to a God’s eye point of view. I also show that some sort of God’s eye point of view in a weak sense, i.e. interest-free, is indeed accessible to humans and that a moderate version of scientific realism is philosophically defensible.

Predictive Processing (PP) is an increasingly influential neurocognitive-computational framework. PP research has so far focused predominantly on lower level perceptual, motor, and various psychological phenomena. But PP seems to face a “scale-up challenge”: How can it be extended to conceptual thought, language, and other higher cognitive competencies? Compositionality, arguably a central feature of conceptual thought, cannot easily be accounted for in PP because it is not couched in terms of classical symbol processing. I argue, using the example of language, that (...) there is no strong reason to think that PP cannot be scaled up to higher cognition. I suggest that the tacitly assumed common-sense conception of language as Generative Grammar (“folk linguistics”) and its notion of composition leads to the scale-up concerns. Fodor’s Language of Thought Hypothesis (LOTH) plays the role of a cognitive computational paradigm for folk linguistics. Therefore, we do not take LOTH as facing problems with higher cognition, at least with regard to compositionality. But PP can plausibly play the role of a cognitive-computational paradigm for an alternative conception of language, namely Construction Grammar. If Construction Grammar is a plausible alternative to folk linguistics, then PP is not in a worse position than LOTH. (shrink)

The Courage of the Truth is the last course that Michel Foucault delivered at the College de France before his death in 1984. In this course, he continues the theme of the previous year's lectures in exploring the notion of "truth-telling" in politics to establish a number of ethically irreducible conditionsbased on courage and conviction.

The focus of this article is a question that has been neglected in debates about digitalization: Could machines replace human scientists? To provide an intelligible answer to it, we need to answer a further question: What is it that makes (or constitutes) a scientist? I offer an answer to this question by proposing a new demarcation criterion for science which I call “the discoverability criterion”. I proceed as follows: (1) I explain why the target question of this article is important, (...) and (2) show that it leads to a variant of the demarcation problem of science. (3) By arguing that it is probably an essential feature of science that we can make scientific discoveries, I suggest a novel way of dealing with this problem by proposing a new demarcation criterion. Before introducing it, (4) I analyze an exemplary case of a real scientific discovery, and (5) argue that scientific discovery processes have a general underlying structure. (6) I introduce my discoverability criterion for science and present my master argument that helps us understand which criteria have to be fulfilled in order to decide whether machines can replace human scientists or not. Three years before his death, Michel Foucault delivered a series of lectures at the Catholic University of Louvain that until recently remained almost unknown. These lectures—which focus on the role of avowal, or confession, in the determination of truth and justice—provide the missing link between Foucault’s early work on madness, delinquency, and sexuality and his later explorations of subjectivity in Greek and Roman antiquity. Ranging broadly from Homer to the twentieth century, Foucault traces the early use of truth-telling in (...) ancient Greece and follows it through to practices of self-examination in monastic times. By the nineteenth century, the avowal of wrongdoing was no longer sufficient to satisfy the call for justice; there remained the question of who the \u201ccriminal\u201d was and what formative factors contributed to his wrong-doing. The call for psychiatric expertise marked the birth of the discipline of psychiatry in the nineteenth and twentieth centuries as well as its widespread recognition as the foundation of criminology and modern criminal justice. Published here for the first time, the 1981 lectures have been superbly translated by Stephen W. Sawyer and expertly edited and extensively annotated by Fabienne Brion and Bernard E. Harcourt. They are accompanied by two contemporaneous interviews with Foucault in which he elaborates on a number of the key themes. An essential companion to Discipline and Punish, Wrong-Doing, Truth-Telling will take its place as one of the most significant works of Foucault to appear in decades, and will be necessary reading for all those interested in his thought.  . This paper attempts to provide a remedy to a surprising lacuna in the current discussion in the epistemology of expertise, namely the lack of a theory accounting for the epistemic authority of collective agents. After introducing a service conception of epistemic authority based on Alvin Goldman’s account of a cognitive expert, I argue that this service conception is well suited to account for the epistemic authority of collective bodies on a non-summativist perspective, and I show in detail how the defining (...) requirements of an expert can apply to epistemic groups. According to the global neuronal workspace model of consciousness, consciousness results from the global broadcast of information throughout the brain. The global neuronal workspace is mainly constituted by a fronto-parietal network. The anterior insular cortex is part of this global neuronal workspace, but the function of this region has not yet been defined within the global neuronal workspace model of consciousness. In this review, I hypothesize that the anterior insular cortex implements a cross-modal priority map, the function of which is (...) to determine priorities for the processing of information and subsequent entrance in the global neuronal workspace. Is perceptual processing in dedicated sensory areas sufficient for conscious perception? Localists say ‘Yes—given some background conditions.’ Prefrontalists say ‘No: conscious perceptual experience requires the involvement of prefrontal structures.’ I review the evidence for prefrontalism. I start by presenting correlational evidence. In doing so, I answer the ‘report argument’, according to which the apparent involvement of the prefrontal cortex in consciousness stems from the requirement for reports. I then review causal evidence for prefrontalism and answer the ‘lesion argument’, which purports (...) to show that prefrontalism is wrong because lesions to the prefrontal cortex do not abolish consciousness. I conclude that multiple sources of evidence converge toward the view that the prefrontal cortex plays a significant role in consciousness. (shrink)

This article explains how strong sustainability ethics has emerged and developed as a new field over the last two decades as a critical response to influential conceptions of weak sustainability. It investigates three competing, normative approaches to strong sustainability: the communitarian approach, the Rawlsian approach, and the capabilities approach. Although these approaches converge around the idea that there are critical, non-substitutable natural resources and services, they diverge on how to reconcile human development and environmental protection. The aim of the paper (...) is to provide a critical overview of these three perspectives, but also and mostly to show that when we put them into dialogue with each other, we can clarify the demands of sustainability. The paper concludes that the capabilities approach is the most suitable way to think about sustainability, but only if it goes beyond its dominantly anthropocentric view. (shrink)

The purpose of this paper is twofold. First, it offers a critique of the normative foundations of the 2019 Quebec Act respecting the laicity of the State. This is primarily based on the theses we developed in La nation pluraliste. This discussion draws attention to certain pitfalls in the concept of (...) secularism as defended by the Coalition Avenir Québec government. Second, we present a methodological discussion on how political philosophy can contribute to the formation of law, by examining how our criticism of Act respecting the laicity of the State corresponds to an exercise in implementing Rawls’ own method of thoughtful balance.
